How the Joint Crediting Mechanism (JCM) could address the achievement of Nationally Determined Contribution (NDC) and Sustainable Development Goals (SDGs)

Event Overview

This side event will discuss how JCM partner countries can achieve NDC through JCM implementation. This event also will discuss how the JCM can contribute to the achievement of Sustainable Development Goals (SDGs) which are closely related to the environment, society and economy. During this side event, Ministry of the Environment Japan and officials of 2 partner countries will report the current progress. IGES researcher will also introduce examples of contributions to SDGs through JCM projects.

Event Summary

The side event was started with the opening remarks by Prof. Kazuhiko Takeuchi (IGES). Subsequently, Ms. Maiko Uga (Ministry of the Environment, Japan) introduced current progress of the JCM and MOEJ's financial support for projects. Then, Mr. San Win (Ministry of Natural Resources and Environmental Conservation, Myanmar) and Ms. Dilruba Akter (Department of Environment, Bangladesh) introduced JCM's contribution to NDCs and the SDGs. Mr. San Win also presented city-to-city collaborations and some projects, which Myanmar hope to be implemented in the future. Ms. Akter shared her expectations for emission reductions from on-going projects, especially large-scale solar project and high efficiency transmission line project supported by ADB and MOEJ. Thirdly, Mr. V.K. Duggal (Asian Development Bank) discussed JCM's contribution to SDGs with reference to Article 6 of the Paris Agreement. Mr. Tomohiko Hattori (IGES) presented JCM's contribution to the SDGs with some examples from JCM projects.

In the panel discussion and Q&A session moderated by Dr. Kentaro Tamura (IGES), Ms. Maiko Uga, Mr. San Win, and Mr. V.K. Duggal were invited to discuss further issues including contribution by the JCM after 2020.

Message and Results

  • The JCM is a pioneering mechanism of cooperative approaches under Article 6 of the Paris Agreement.
  • The JCM supports mitigation projects, but also contributes to SDGs and brings sustainable development co-benefits through project implementation.
  • The JCM contributes to achievement of NDCs, especially for renewable energy and energy efficiency sectors.
  • MOEJ has established partnerships on the JCM with the Asian Development Bank and the World Bank, and such cooperation is important for scaling-up the JCM.
