Sub-national REDD+ approaches and their challenges

Contents

Many REDD+ participating countries are in a process of transiting from the readiness phase to the implementation phase while substantial discussions on the result based payments (RBPs) are in progress notably at GCF. The past COP decisions indicate that a national approach should be the ultimate goal, but a sub-national approach are accepted as an “interim measure” towards national implementation. While a national approach is encouraged for REDD+ implementation, many developing countries are currently taking different sub-national approaches due to limitations in their administrative systems, capacity, and finance. As the past COP decisions have not defined neither “sub-national” nor “interim,” there are different sub-national approaches existing in different counties. Moreover, it is unclear whether, realistically, those sub-national approaches should be interim or an ultimate form for those counties with a series of limitations. This side event is therefore organized (1) to review the existing forms of sub-national approaches to REDD+ in different countries; (2) to discuss key challenges and countermeasures related to sub-national implementation and a transition towards national implementation; and (3) to formulate the lessons learned on sub-national REDD+ implementation.

Session Summary

Welcoming about 70 participants, upon opening speech by Mr. Morita, the panel discussion was organized, after the brief presentation from each panelist based on the four key perspectives such as 1) ecosystem connectedness, 2) Drivers and Obstacles, 3) Administrative Boundaries and 4) Financial Availability. During their brief presentation, each panelist also shared advantages and challenges of sub-national REDD+ approaches and a transition towards to national level from their own perspective.

Reflecting the initial presentations as above, panelists discussed on relationship between national and sub-national level approaches in the context of REDD+ implementation and how to scale up to national level. All panelists agreed that both national approach and sub-national approach were not mutually exclusive but rather they could complement each other and ultimately could be integrated.

Moderator of the event, JICA expert to Viet Nam Mr. Baku Takahashi, concluded that it is important that each developing country develops a strategy for scaling-up REDD+ implementation by clarifying necessary policy and measures at each level---sub-national or national level.


Key Messages
  • National approach and sub-national approach are not mutually exclusive but could be complimented each other. Evaluation of the result of REDD+ must be compiled at national level, while sub-national approach is more rational than national one when it comes to implementation of the REDD+ related activities on ground.
  • It is important for each developing county to clarify necessary policy and measures at each level---sub-national or national level and develop a strategy for scaling-up REDD+ implementation.
  • It is possible to find a general direction based on good practices about integration between sub-national and national approach.
  • The above-mentioned direction is expected to promote investment from private sector and it will be a good reference to REDD+ Result-based payment related to GCF, etc.
