Mutual Learning Program for Enhanced Transparency: capacity building for reporting under Article 6.2 and 13

Seminar abstract

The Mutual Learning Program for Enhanced Transparency (MLP) is for pairs of countries and organizations to learn and practice reporting of climate actions, based on each other’s reporting exercises. The output of the MLP can be used as the basis for actual reporting under the Paris Agreement’s Enhanced Transparency Framework (ETF). This event presents the key outcomes of the MLP implemented in 2020 and 2021 on the topics of Article 6.2 reporting and mitigation actions and measures in specific sectors.
The tentative program is as follows:
- Introduction of the MLP (MOEJ and IGES)
- Inputs for sharing experiences by participating countries and organizations (Thailand, Indonesia, Mongolia)
Comments for furthering collaboration (UNEP-DTU), followed by the overall discussions and ways forward

Session Summary

Many countries have been making efforts to improve their capacities and prepare for the transition to the enhanced transparency framework (ETF) under the Paris Agreement. To promote these efforts, Institute for Global Environmental Strategies (IGES) and the Ministry of the Environment, Japan (MOEJ) have conducted the Mutual Learning Program for Enhanced Transparency (MLP) in cooperation with other countries and organizations. This side event aimed to exchange experiences and lessons learned under the ongoing MLP activities on the topic of reporting under Article 6.2 (i.e. cooperative approaches, such as the Joint Crediting Mechanism (JCM)) and discuss how this kind of the MLP can be useful for other potential partner countries and organizations.

Message and Results

Discussions at the side event highlighted the three features of the MLP as an approach for transparency capacity building:
• the MLP can inspire solutions for existing reporting challenges by sharing experiences of countries in different circumstances and conditions;
• it can adjust the program details to fit for the evolving needs and interests of countries, because the MLP is conducted in a small group of member countries and organizations; and
• it can foster networking among and within countries through continuous engagement in the MLP activities, thereby assisting in capacity improvement over time.
These characteristics of the MLP should be recognized, so that countries can effectively utilize the MLP as one approach for transparency capacity building, while they engage with other related initiatives and support.
