Title Development and Implementation of the Climate Change Action Plan (CCAP) in Asian Cities
Contents This side event introduces activities under the Climate Change Action Plan (CCAP) in Asian cities that are being developed and implemented in collaboration with Japanese research institutes, central and local governments, and other groups in Iskandar and Putrajaya (Malaysia), Ho Chi Minh, Da Nang, and Hai Phong (Viet Nam), and Semarang (Indonesia), and other cities.

Summary
This side event has 3 presentations and overall discussion with 30 audience. Prof. Ho Chin Siong, University Technology Malaysia (UTM), shares his experience to support Iskandar Malaysia Region to make Low Carbon Society Scenario and Implementation since COP17. He stressed on the importance of involvement of community and "buy in" stakeholders.
Dr. Junichi Fujino, National Institute for Environmental Studies (NIES)/Institute for Global Strategies (IGES), introduced Japanese experience how local government develop climate change action plan after COP3. Then he launched the latest results of GHG reduction target by 2030 in Hai Phong city and Da Nang city in Vietnam.
Prof. Shuzo Nishioka, IGES, explained how IPCC science indicates and the necessity of drastic reduction of per capita GHG emission, namely 2 t-C/capita emission by 2050. He stressed on the important role of Asian researchers and policymakers and introduced his initiative to organize Low Carbon Asia Research Network (LoCARNet).

Messages
UTM leads to develop "Low Carbon Society Blueprint" in Iskandar Malaysia, Putrajaya, and now Kuala Lumpur together with local government and Japanese research team.

AIM team applies this methodology into Vietnam, Ho Chi Minh City, and now Hai Phong and Da Nang and she supports developing Climate Change Action Plan. It helps to identify potential GHG reduction by technology transfer such as JCM projects.

Allowed GHG emission should be limited by 2 degree C target, especially in Asia. Discussions on science based action are required and platform such as LoCARNet (Low Carbon Asia Research Network, 4th annual meeting was organized in Bandung, Indonesia, Oct 2016) can offer good opportunity to encourage collaboration among policymakers, researchers, and others.
