Promotion of REDD-plus in collaboration with the private sector

REDD-plus, which is one of the main mitigation measures in developing countries, has significant potential to achieve the 2 degree target globally. The series of REDD-plus methodologies (the so-called Warsaw framework) were decided at COP19 in 2013. Then the Parties adopted the Paris Agreement in 2015 which include REDD-plus as a stand-alone article to encourage the Parties to take actions to implement and support of its activities. Furthermore, the Green Climate Fund decided the Terms of Reference of the pilot program of REDD-plus results-based payments at the 18th Board Meeting held in Cairo last month.

Under these circumstances, REDD-plus stakeholders also have to start looking at the Implementation Phase of REDD-plus activities after almost finalizing the Readiness Phase, such as the establishment of forest reference levels and the development of national REDD-plus strategies, among other activities.

Therefore, the scaling up of REDD-plus activities and their sustainability are becoming the main challenges, and the involvement of the private sector and the mobilization of private finance should be addressed at both the policy and field levels to proceed with these challenges.

In the Asian region, Australia, Cambodia and Japan focus on these challenges for the support of REDD-plus activities and implement various programs in collaboration with private sectors.

In this event, we will share information on innovative/pilot approaches for the implementation of REDD-plus activities being done by both government and the private sector, and identify potential challenges in implementing this policy agenda.

Session Summary

After Dr. Hirata (FFPRI) explained the purpose of this side event while reviewing dialogues at previous COP, Mr. Makimoto (DDG, Forestry Agency) made opening remarks, in which he stressed that the scaling up of REDD-plus activities and their sustainability are becoming key challenges and the involvement of the private sector and the mobilization of private finance should be addressed both at the policy level and the field level.

Four presenters from countries that work on REDD-plus made presentations.

Mr. Uy Kamal (MOE, Cambodia) introduced the REDD-plus activities implemented in Cambodia, and pointed out that participation of private companies in REDD-plus activities is still limited due to lack of knowledge/experience and appealed the need to raise awareness of the private sector, to establish robust coordination mechanism for private sector dialogue and to increase the demand for carbon credits.

Mr. Kosaku Onaka (Forestry Agency, Japan) explained Japan’s policy and efforts for promoting REDD-plus, and pointed out that ODA is important to arrange the environment for private sector investment and that operationalization of results-based payments will be linked to the mobilization of private finance.
Ms. Milagros Sandoval (CI, Peru) introduced good practices of cacao and coffee cultivations by local communities through the partnership with private companies, such as the Walt Disney company, and pointed out the necessity of efforts under cooperative relationships with private entities and safeguards through effective and efficient process, in addition to developing activities under the national plan.

Ms. Margaret-Ann Splawn (CMIA) said that reliability on REDD-plus by people is challenges to be solved and showed suggestion of promoting MRV such as the development of method to effectively implement monitoring.

In the final Q&A session, vigorous questions such as “how to link investment to REDD-plus” were asked.
