"Just Transition": A solution of warming measures, Employment and Social agenda


 

Contents

"Just Transition" which reduced adverse effects to the employment to occur was included in Paris agreement as a response measure. We will explain significance and a role of "Just Transition" and call for consideration to "the employment" in the enforcement of warming measures.

Session Summary

In the event, resource persons close to the issue of Just Transition gave lectures and reports, stipulated in a preamble of the Paris Agreement.

In the session of Key Note Speeches in the first half of the event, two experts made lectures. Dr. A.Takemoto, from Japanese Environment Ministry disseminated Japan’s Long-term Low-carbon Vision and a related notion on International development cooperation on Global Warming. A necessity to take measures with considering local situation of livelihood and employment was also stressed in his dissemination.

Following Dr. Takemoto, Professor Y. Takamura from Nagoya University also gave a lecture on SDGs’concept to be incorporated in countermeasures for climate change. Professor stressed an importance to have a long-term strategy of the countermeasures, especially in industrial and employment policy, as a drastic change of industrial structure may be observed in mining and automobile manufacturing sectors, and to prepare to prevent negative impact of the transition.

In the last half, following the key note speeches, three resource persons reported on their activities/good practices on the issue.

Firstly, Mr. M. Kamal Gueye from the ILO disseminated on-going project in line with the ILO’s Guideline for Transition, which established a framework of tripartite dialogue and provides training resources to local labour force in the context of the transition. Importance of tripartite dialogue and of facilitation to have Local stake holders involved in the process of transition was stressed.

Ms. S. Barrow from International Trade Union Confederation explained ITUC’s establishment of Just Transition Centre and its function that provides resources related to the transition, and stressed importance of Social Dialogue by introducing a good practice currently conducted in Australia, that Tripartite Mechanism involving local resident has dialogues over projection and preparation of coal power generation site in the region in the transition of Energy Shift.

Lastly, Ms M. Nambu from JTUC-Rengo presented a Japanese past practice in closure of a coal mine without leaving the dismissed behind in the poverty by each part’s effort in the tripartite cooperation to fulfil each role.


Key Messages
  • It is expected for each stakeholder to play a role to fulfill Just transition , one of a pillar of ‘Response Measures’stipulated in a preamble of the Paris Agreement.
  • Basic concepts of SDGs should be incorporated in the warming measures. Stake holders should respond employment and labour policies with Long-term Strategy, accordingly.
  • In order to minimize negative impacts by Warming Measures, it is important for Tripartite Mechanism (Government, Labour and Managemant)to have a social dialogue in advance to actual Shift of Energy, with having local resident concerned to be involved in a dialogue.
