Southeast Asian Dialogue –Domestic Effort and Practical Lessons to Perfect NDC Readiness-

Contents

Recent entry into force of the Paris Agreement and the upcoming Facilitative Dialogue in 2018 motivate Parties to UNFCCC to prepare for implementation of NDC. While much global attention is paid on the update of country NDCs per se, the real issue at stake is how much country could exert domestic effort to bring NDCs into reality by translate paper-based pledge into implementable measures.

As such, this Dialogue invites key Southeast Asian countries to bring in country experiences and domestic effort made thus far on NDCs, and collectively think through practical ways to overcome common barriers, including, inter alia, mandates of domestic stakeholders, cross-cutting coordination, connecting with means of implementation and transparency.

Session Summary

Following the entry into force of the Paris Agreement, all Parties to UNFCCC, including developing countries, are in the process of refining readiness to enable transition to implementation phase. This Dialogue aimed at bringing together leading middle income countries in Southeast Asia, namely Thailand, Indonesia and Vietnam, along with NDC Partnership and JICA to collectively take stock of domestic efforts and lessons nurtured in those countries to facilitate mutual learning.

Framing presentation introduced NDC mainstreaming, institutional infrastructure/coordination, resource mobilization and information base/monitoring system as the top priority needs surrounding NDC by developing countries, and indicated common enablers and approaches to address such needs.

Subsequent country presentations confirmed that all participating countries are taking concrete measures to ensure effectiveness of NDC in line with the timeline of the post-2020 climate regime; in particular, formulation and approval of NDC Roadmap by Thailand, formulation of new mitigation action plan (RAN-GRK) incorporating NDC, Low Carbon Development Plan, and operationalizing monitoring, evaluation and reporting system by Indonesia, as well as domestic effort to formulate domestic legal instrument to connect NDC with stakeholder responsibilities by Vietnam.

In the Panel Discussion, NDC Partnership highlighted inclusive stakeholder engagement, mainstreaming, moving beyond sectoral niche, and linking with SDGs as the key lessons nurtured through consultations with its 62 members. Importance of mutual learning to accelerate the process of NDC implementation was also highlighted.

In the meantime, participating countries also acknowledged the various remaining challenges for institutional, capacity, and technical aspects of NDC. As a next step, Thailand highlighted its effort to elaborate its Roadmap and sectoral action plan formulation, Indonesia to engage in guideline developments.


Key Messages

NDC serves to be a effective means to guide and ensure country transition to low carbon, climate resilient development, but due to its new concept for all
Parties to UNFCC, its formulation, implementation and improvement requires a trial and error process.

Facilitating a mutual learning by bringing together the progresses made for domestic effort (in terms of e.g. policy formulation, institutions, mainstreaming, technical and implementation base) as well as practical lessons based on such trial and error process by respective country collectively contributes to accelerate country implementation of NDCs as well as to enhance their effectiveness.
