Event Summary
In this event, that set 'Just Transition' to be broadened at a local level, as a main theme, experts share their reports and views on 'Just Transition at a local level' in response to the introductory speech on expected challenges in global warming measures at a local level by Ms. Nambu. Ms. Smith, from a view of Trade Unions, introduced good practices in Canada, New Zealand and Norway, where workers are actually involved in a political process of Just Transition. Ms. Roman from the ILO desseminated a role and participation of civil society in social dialogue, in addition to existing Tripartite Mechanizm, by explaining findings gained through field projects of the ILO(Pilot Programme on Green Job and Just Transition). Ms. Hirata, from civil society, stressed an importance for a local society to prepare itself to introduce and foster a local renewable energy industry, in terms of both social and economic aspects, for replacing coal power plants. In the panel discussion following the presentations, the key to broaden social dialogue at a local level were discussed, that should be conducted under the initiative of the local government with involvement of local stake holders, such as trade unions and civil society, and that it is also important for them to demand the local government to conduct,
Message
Through all presentations and discussions by the experts in the event, an importance of social dialogue on the basis of participation of stake holders were shared among event participants. Impacts of climate change measures vary depending on local societies, and measures to be taken for Just Transition are also diversified. Considering this diversity, the keys to materialize Just Transition at a local level are ①tripartizm(workers, employers and the Government) and Civil Society should be involved in a local decision process of policy through dialogue, ②workers' voices should be delivered in political process through trade unions' activities, and ③each part should present expected possible negative impacts and necessary preventive measures on a table of social dialogue, that leads to a work plan of local 'Just Transition'to be figured our at a local level.
