Title Post-Paris Agreement: Actions for the ultimate goal of global net zero emissions by promoting economic growth through innovation
Contents It is time for us to toe the line under the new climate regime since the Paris Agreement is likely to enter into force in the near future. This event seeks ways to balance achieving the ultimate goal of global net zero GHG emissions by promoting economic growth through innovation. In the event, multi-stakeholders from different backgrounds are expected to share their best practices, issues, and proposals.

Summary
  1. Mr. Hiroyuki Tezuka
    • Explained that the technology is a key to reconcile economic growth an emission reduction and we can reduce global GHG emission reduction dramatically in the long-run by developing and disseminating low-carbon technologies.
    • Introduced Results of Keidanren's Action Plan for CO2 emission reduction and Keidanren's Commitment to a Low Carbon Society. Especially pointed the thing in common between the PDCA cycle in the Keidanren's action plan and a "pledge and review" approach incorporated by the Paris Agreement.
  2. Mr. Toshiaki Nagata
    • Introduced two Japanese policies in a policymaker perspective. One is "National Energy and Environment Strategy for Technological Innovation toward 2050", and the other is "Long-term Global Warming Countermeasures Platform".
    • Also explained that Japan, despite its small share of GHG emissions in the world, could still contribute to the global emission reductions through international cooperation, such as the Joint Crediting Mechanism (JCM).
  3. Mr. Bernard David
    • Introduced "The Global CO2 Initiative" which is dedicated to reducing CO2 emission by catalyzing the development and commercialization of CO2-based products. In addition, Adaptation, Decarbonization and Capture and Storage, he focused on Capture and Use as one of the new climate solutions, and mentioned a business possibility of CO2 utilization.
  4. Panel Discussion
    • Panel discussion focused on costly process of capturing CO2 and how to make it really marketable.
    • Mr. Bernard David pointed that we can get it drive cost down because a half of CO2 emission in the world is came from industrial sources and taking capture is not too difficult to meet business viability.
    • Mr. Toshiaki Nagata mentioned an on-going feasible study by METI concerning CO2 capture at concrete manufacturing plants and expressed his hope that the technology would be materialized as a low-cost CO2 capturing measure.
    • Mr. Hiroyuki Tezuka implied the possibility of climate solution by collaboration between CCS and CCU based on his working experience in iron & steel industry. Mr.Bernard agreed and expected its deployment.

Messages
1) Japan, in collaboration between industry and government, has been tackling with climate change continuously.
2) There are good practices in Japan such as;
- ambitious target and constant execution of countermeasures against climate change on voluntary basis by industry,
- several instruments under the government's policy to support industry,
- acceleration and maximization of efficiency and effectiveness for these countermeasures by technology innovation, and
- technology transfer and cooperation projects overseas.
3) We are going to continuously take actions against climate change in order to contribute balancing both environment and economy not only domestically but also internationally, by mean of development and deployment of innovative climate technology which overwhelms the conventional ones, targeting outputs in 2030 or beyond to 2050.
