Title Climate Change Capacity Building: Roles and challenges of regional training centers
Contents TGO reported current activities and programmes of the Climate Change International Technical and Training Center (CITC). The event organizers invited speakers from TGO, JICA, ASEAN Secretariat, IGES and OECC to discuss the role s and challenges for implementation of NDCs and other relevant climate change policies in developing countries.

Summary
In this event, TGO introduced activities of the Climate Change International Technical and Training Center (CITC) with technical and financial support from JICA, and speakers discussed roles and challenges of regional climate change capacity building.
Mr. Ichiro Sato, JICA delivered his opening remarks. And he highlighted importance of climate change capacity building and briefly introduced JICA’s technical support for ASEAN region through CITC activities.
Dr. Natarika, TGO introduced CITC activities. CITC has 4 major training clusters such as GHG Inventory, Climate Change Management and Sustainable Development, Mitigation Mechanism, and Climate Finance. Over 1,000 trainees from Thailand and ASEAN country already participated CITC training programme since 2015. TGO also participated regional and international events such as ASEAN and UNFCCC conferences and introduced CITC activities.
Dr. Kawanishi, JICA, introduced JICA's technical cooperation to TGO on CITC project since 2010. JICA assisted capacity development of TGO in the 1st phase of project (2010-12). And also assisted to set up the CITC and training curriculum and materials in the 2nd phase (2013-16). And now JICA and TGO discussing for preparation of the 3rd phase of CITC project from 2017.
Mr. Saroj, ASEAN Secretariat, shared the environment and climate change related actions under the ASEAN. There are 7 working groups (incl. climate change working group, "AWGCC") under ASEAN Ministerial Meeting on Environment (AMME) and Meeting on ASEAN Senior Officials on Environment (ASOEN).
Ms. Ishikawa, IGES/LoCARNet, introduced roles of research communities to carry out the Paris Agreement. And she stressed importance of LoCARNet's role on bridging science to actions and implementation through collaboration with CITC’s activities.
Mr. Iemoto, OECC (Former JICA Expert on CITC project) explained outcomes of JICA's technical cooperation project for CITC. JICA Expert team provided technical support for development of training curriculum and materials, implementation of training and international workshop events, study trip to Japan, networking among key stakeholders and etc. CITC functioning as a real platform for South-South cooperation on climate change capacity building and he requested CITC to enhance their activities in future.

After the presentation session, Dr. Jakkanit Kananurak, Director of CITC, TGO moderated panel discussion and QA session. There are several questions and comments from audience about possibility to linkage with outside of ASEAN community of climate change capacity building actions and activities of research community, LoCARNet. Also requested JICA for further assistance for climate change capacity building in other region such as Africa. Audience showed high interests and expectations for enhancing regional capacity building actions on climate change issues.

Networking among various stakeholders are key to success of regional training center, the Climate Change International Technical and Training Center (CITC) activities.

CITC implementing real south to south cooperation in the field of climate change capacity building in the Southeast Asian region.

Japan will continue to support CITC to meet regional training needs and support climate change mitigation and adaptation.
