Title MRV Development and Implementation in Indonesia
Contents This session will share an overview of the importance of developing an MRV system for market based mechanisms, particularly the JCM. The experiences of Indonesia on the development of the MRV (JCM MRV system and national MRV system) under the Indonesian National MRV system will be explained to facilitate discussion on the MRV. The technical and policy issues and countermeasures for those issues that are potentially useful for other countries will be presented in this session with discussants from international organizations and other countries.

Summary
This event was aimed at introducing the present situation of MRV development and implementation in Indonesia and sharing the lessons learned, as Indonesia is advancing MRV initiatives in various schemes and different levels.
This event consisted of 1) presentation session and 2) discussion session.
1) In the presentation session, JICA presented priority issues of JICA’s cooperation to tackle with climate change and overview of its cooperation in Indonesia as well as brief introduction to MRV structure in Indonesia. In addition, the status of development and implementation of MRV system in JCM, which is conducted at the project level and mainly in the energy sector, and development of reference emission level (REL) at REDD +, the effort at the local and provincial levels in land sector, were introduced.
In Indonesia, JCM's MRV system has progressed: ten methodologies for emissions reduction calculation have been approved, and a monitoring system using sustainable development criteria has been introduced; JCM credits have been issued from two projects among the six registered projects after the verification procedure (Mr. Dicky). In establishing the reference emission level (REL) in West Kalimantan Province, Indonesia, where JICA has provided technical assistance, preparation of REL was conducted with various stakeholders. For calculation of emission factor, data from 186 plots (data from Provincial Environmental Agency, GIZ and FFI) are used, and methodologies such as forest classification follow efforts on reference emission level in national level (Mr. Kubo).
2) In the discussion session, discussant showed the efforts of ISO (International Organization for Standardization) and related activities of MRV at the local level in Indonesia and the lessons learned. In cooperation with Indonesia's proposal, Japan is preparing international standards for ISO 14080 on MRV methodology (Ms. Makino). It is a challenge to obtain enough and accurate data for MRV implementation and it is important for local government to raise awareness of MRV system for deployment of MRV at local level (Mr. Zusman). Considering various MRV systems in different levels, the importance of developing and implementing an integrated MRV system was agreed among participants.

Messages
Development and implementation of an integrated and consistent MRV system is essential in Indonesia. For example, it is important to establish a national registry that can be fully linked with local/national and sectoral registries. In promoting MRV's efforts, the limited data availability is a challenge. Awareness raising and capacity building are also important for promoting relevant initiatives at the site.

In promoting international cooperation in capacity building and MRV development, confidence building among stakeholders is the key to success. It is also important to promote PDCA through MRV and improve institutions and mitigation actions.
