Outline
Key considerations required for when the knowledge and experience of Japanese local governments are used for climate change master plan development in developing countries will be explained and the appropriate implementation approach to transfer knowledge and experience from the developed country to the developing country to draft a climate change master plan will be discussed.
Following the above, the Feasibility Study for the JCM project development in Bangkok will be introduced. The FS has been conducted to accelerate the implementation of the Bangkok Master Plan on Climate Change 2013-2023, and based on the city-to-city cooperation between Bangkok and Yokohama, which signed a Memorandum of Understanding on Technical Cooperation on Sustainable Urban Development in November 2013.
It is expected that development and implementation of the JCM projects will lead to greenhouse gas reduction, aimed at under the Bangkok Master Plan, in particular in the energy efficiency and waste management sectors.

Summary
- Mr. Ikenoue from JICA, explained JICA's profile and its direction of low carbon and resilient development cooperation. After that he introduced some cases of climate change-related training programs which have been implemented with the cooperation of local governments in Japan.
- Further, he explained that JICA have signed comprehensive partnership agreements with some local governments which work hard on international cooperation activities, and the city of Yokohama was the first city who signed the agreement. On the top of that, he mentioned that the success of the JICA's technical cooperation project -Bangkok Master Plan on Climate Change 2013-2023- owes much to the support from the city of Yokohama which shared their accumulated knowledge and experience on climate change activities with Bangkok Metropolitan Administration.
- Mr. Kato from OECC presented background and process to prepare for ‘Bangkok Master Plan on Climate Change 2013-2023’ and explained how the master plan would be implemented in the future. He stressed the importance of capacity building for implementing the master plan by Bangkok Metropolitan Administration (BMA) itself for long periods to 2023. He stated that in implementing the master plan, the coordination among ministries was an issue and the experience of the city of Yokohama was very helpful for the issue.
- Moreover, he presented basic concept of Joint Credit Mechanism (JCM) and its role towards implementation of Bangkok Master Plan on Climate Change 2013-2023. He also introduced financing support program, which is conducted by Ministry of Environment (MOE) collaborating with Asian Developing Bank (ADB). The program promotes introduction of leading low-carbon technology of private sector with financial support to reduce greenhouse gas in developing countries, contributing to achieve Japan’s greenhouse gas reduction target through JCM.
