Abstract
Improving access to cooling is becoming more important for people who live in hot climates with high risk for heat stress. On the other hands, energy efficiency and HFCs life cycle management must be further accelerated in parallel because the rapid growth of air conditioning is putting stress on the power grid and GHG emissions.
The Side Event will highlight multiple aspects of cooling sector for sustainable development and expected roles to contribute to climate change mitigation and adaptation, by providing updates of relevant climate action by countries and international agencies.Program

- Session Summary
- innovation in energy efficiency, highlighted discussion in the G7 Ministers' Meeting on Climate, Energy and Environment and promoting the concept of "avoided emissions". Also, CCAC and IEA as international agencies and Daikin Industries, Ltd. introduced the recent efforts about LCM, the power demand and energy efficiency in the cooling equipment, respectively. In the panel discussion, developing country governments, such as the United Arab Emirates (UAE) and Viet Nam, and developed country government such as the United States explained their domestic efforts and expectation to cooperation with Japan. Also, international agencies stressed it is important to introduce incentive mechanism, together with the regulatory framework and technology development. In this context, the Joint Crediting Mechanism (JCM) was highlighted as a leading case of the incentive mechanism.
- Message and Results
- Global Cooling Pledge was presented under the leadership of the UAE COP28 Presidency. Japan has joined the pledge and showed its direction towards strengthening cooperation programmes. The side event was organized in such a context, and attracted many participants from other governments and international agencies. In the panel discussion, a Small Island Developing State (SIDS) representative commended on Japan's support on fluorocarbons life cycle management and energy efficiency. She added her expectation on Japan's further leadership in international discussion and implementation of cooperation.
