This event gives a brief introduction of the C-PPI, and presents an assessment of major economies to examine the progress of different countries in mitigating climate change. |

Session Summary |
The aim of this side event was to introduce to the audience the latest study on the climate change mitigation policy progression indicator (C-PPI). The C-CPI consists of Outcome indicators and Action indicators, and attempts to measure progresses under four intermediate goals, namely decarbonization of energy, improvements in energy efficiency, decreasing demand for energy, and decreasing non-CO2 gases and increase carbon sequestration by forests. After the first presentation on brief explanation of the indicator, the two speakers followed upon the initial explanation, focusing on promotion of renewable energy and improvements in reducing CO2 from fossil fuel fire power plants. Then, another study, Climate Action Tracker, was introduced by a guest speaker from NewClimate Institute. The four presentations were followed by a discussion, which enlightened the participants with valuable comments and recommendations. There were five recommendations altogether: (1) improvements can be made by further clarifying level of implementation of policies rather than judgements by binary assessments only, (2) role of non-state actors are becoming more important, (3) ways to incentivize governments to supply data should be sought for, (4) evaluations of current investments into infrastructure to see if they are consistent with 2 or 1.5 degrees C long-term goals, (5) inputs for the 2018 facilitative dialogue should be aimed at. |
Key Messages |
The C-CPI is a useful tool to link countries' policy efforts and their actual emissions. The future study should apply the C-CPI method to other countries in diifferent circumstances, so as to see its applicability to developing countries with less data availability. By showing usefulness of the indicator, governments may become incentivized to collect countries' data for the evaluation. |
