Title Updates on Mitigation Policy and Measures towards Low Carbon Development in Indonesia - Lesson Learnt from Implementation of Joint Crediting Mechanism
Contents JICA’s technical assistance on Capacity Development for Low Carbon Development aims to promote low carbon development and the Joint Crediting Mechanism in Indonesia. This seminar aims to introduce Indonesia’s experience and lessons learned from the JCM and low carbon development cooperation. The technical and policy issues related to the operation of the mechanism and the countermeasures for those issues that are potentially useful in other countries will be presented.

Summary
This event was aimed at introducing the present situation of climate change mitigation policies in Indonesia and sharing the lessons learned.
1) In the presentation session, first, JICA presented priority issues of JICA’s cooperation to tackle with climate change and overview of its cooperation in Indonesia as well as brief introduction to climate mitigation policies in Indonesia. Then, three presenters shared following points. (1) In Indonesia, development of JCM rules and guidelines has progressed. Various guidelines (including introduction of monitoring system using sustainable development criteria), and 10 methodologies have been approved. Utilizing an incentive mechanism such as grant, formulation and implementation of projects are very active: 6 projects has been registered; JCM credits has been issued from two projects and shared with both countries (Mr. Edwin). (2) In Indonesia, it is estimated that a large-scale budget is necessary for NDC implementation in the future. To make effective use of the budget, mechanisms such as climate change budget tagging and scoring and performance-based budgeting have been introduced. In addition, the Ministry of Finance works as NDA for GCF (Mr. Syurkani). (3) The challenge is trade-offs between development and climate change. Example of palm oil sector whose production volume of palm oil is Indonesia the world's best, shows that palm oil is exported to all over the world, and it is also used for daily life and industrial purposes such as biodiesel. (Mr. Kawanishi).
2) In the discussion session, it was argued that in Indonesia, the formation and implementation of JCM projects based on the experience of CDM are progressing well. It is appreciated that the scale of the project is also enlarging, and involvement of stakeholders is progressing (Mr. Michaelowa). Also, although Vietnam is actively engaged in JCM, it is useful to further promote JCM by sharing experiences and mutual learning of JCM among relevant countries (Ms. Huong). Furthermore, the importance of financing was also shared among participants in the implementation of NDC.

Messages
In Indonesia, policies and measures of climate change mitigation are progressing, but there are various challenges for smooth implementation; harmonizing with development issues and macroeconomic policy management with climate change and improving policy coordination between different sectors (including coordination of mitigation and adaptation measures).
Securing resources to implement mitigation measures is a potential barrier as well. As public funds are limited, it is necessary to enhance system to mobilize and utilize funds effectively and efficiently. To maintain and manage equipment and facilities and further involvement of related stakeholders such as private sector with awareness raising and change of mind set are crucial. In addition, it is important to mutually learn from the related efforts of the relevant countries.
