Sustainable Development and Climate Change -Towards Enhancing the Role of Capacity Development for Implementation of INDCs in the ASEAN Countries-

Speakers and panelists from ASEAN countries, Japan and UNFCCC will discuss linkages, co-benefits and capacity development regarding UN Sustainable Development Goals (SDGs) and Climate Change issues.

The Climate Change International Technical and Training Center (CITC) established in May 2014 by TGO with JICA’s technical support, providing Climate Change related training services for stakeholders of Thailand and other ASEAN countries. TGO and OECC signed the MoC to collaborate to implement of CITC project too.

As a training and networking hub in the ASEAN region, CITC will provide services for stakeholders to enhance capacity of their implementation of SDGs and INDCs. This side event expects to exchange views and opinions among speakers, panelists and event participants for better enhancing Climate Change capacity development.

Summary

Dr. Jakkanit Kananurak, MC and facilitator opened and introduced background and objectives of this side event.

Mr. Nobuhiro Kino, MOEJ and Mr. Prasert Sirinapaporn, ONEP Thailand delivered opening remarks. Kino mentioned Japanese Prime Minister’s announcement at the UN Climate Summit in Sept 2014 about enhance capacity of 14,000 personnel in developing countries in the field of climate change within 3 years. Prasert mentioned current situation of INDC submission in his opening remarks.

Ms. Cassie Flynn, UNDP gave us a keynote speech about the UN Sustainable Development Goals (SDGs) and highlighted Goal 13, “Take urgent action to combat climate change and its impacts”. And she concluded that the SDGs and Paris agreement will launch a new era of development.

Dr. Ampai Harakunarak, ASEAN Secretariat introduced ASEAN’s climate change related actions including “ASEAN Community’s Post-2015 Vision” and “ASCC Blueprint 2025 on Environment & Climate Change”.

Mr. Satoshi Iemoto, JICA Expert introduced CITC’s activities. CITC already produced over 500 trainees since its establishment May 2014. And now preparing training courses for ASEAN stakeholders and start trainings for ASEAN in early next year, 2016.

Ms. Nguyen Thanh Hai, MONRE, Vietnam introduced Vietnamese NAMA and INDC development. And she also mentioned that Vietnam considered that climate change is one of the important agenda of national development agenda.

Mr. Sirinapaporn, ONEP, Thailand introduced Thai’s INDC with background and contents information. He suggested that linkage between climate change goal and national development goal, and involvement of stakeholders in early stage will be a key to success development of ambitious INDC.

Dr. Shuzo Nishioka, LoCARNet, explained Low Carbon Society Scenario. To reduce 1 ton-GHG/person in 2050, Asian countries need to achieve “leapfrog” development path, he mentioned.

Mr. Jiro Ogahara, OECC introduced OECC’s capacity development related activities including AP Seminar, JICA’s Climate Change training courses, etc. Also introduced practical training such as trainee’s action plan development in JICA’s climate change training course.

Dr. Kananunarak, TGO, session facilitator, concluded panel session and introduced CITC Capacity Development Week on last week of March 2016 in Bangkok. And will continue to discuss both Sustainable Development and Climate Change agenda in that event with stakeholders from ASEAN countries.

Closing remarks delivered by Mr. Ichiro Sato, JICA. He reaffirmed that the role of capacity development is important for Sustainable Development and Climate Change related agenda. And JICA will keep continue to support on these area, he mentioned.

Key Messages

  • Linkage between Sustainable Development and Climate Change. And mainstreaming Climate Change issues into National Development Agenda will be the key to enhance climate change countermeasures in developing countries.
  • Develop Low Carbon Societies are needed for developing countries, especially in Asian countries with high economic growth. Leapfrogging development will be the key for these countries with high economic growth.
  • Reaffirm the importance of capacity development toward development of Low Carbon Society. Capacity development actions should be target on not only for central government official, but also local gov’t, private sectors, NGO, researchers, general public and etc. Needed capacity development action for all and promote their actions.
  • Co-organizer of the event will report the outcome of this event to the CITC Capacity Development Week on last week of March 2016 in Bangkok. And will continue to discuss both Sustainable Development and Climate Change agenda in that event with stakeholders from ASEAN countries.
